Crafting Knox City Council’s Unique Employee Value Proposition (EVP)​

The Challenge

Knox City Council in Australia is tackling significant talent challenges. A tight labour market has led to a shortage of skilled workers. Newer generations, particularly Millennials and Gen Z, are entering the workforce with evolving expectations and career aspirations, influencing workplace dynamics. The council is also adapting to the disruption caused by digital technologies. In response, they are embracing flexible and hybrid working models. Moreover, there’s an increased focus on the physical and mental wellbeing of employees, recognising the importance of a supportive work environment. These steps are crucial for adapting to the changing nature of work and employee needs.

The Approach

Tailoring the EVP Framework and subsequent opportunities through extensive research and co-design workshops.

The Strategy Group tailored the TSG EVP Framework©️ to the specific needs of the current and prospective Knox City Council workforce through leveraging qualitative research and existing quantitative data.

The needs, pains and expectations of Knox employees were identified through employee-centred research, including a series of in-depth 1:1 interviews, co-design workshops with selected employees and the senior leadership team. The inside-out perspective of the Knox Council EVP, combined with external market research (including industry benchmarking) on the outside-in view provided a comprehensive understanding of the current state and desired future state of the Knox City Council EVP.

Outcomes​

A tailored and actionable series of opportunities were developed to attract and retain a future-fit workforce for Knox City Council.

Five employee segments were identified through extensive research conducted by both The Strategy Group ant Council staff by extensively analysing unique employee expectations, needs and pain points. Detailed short-term and long-term recommendations were developed to implement the EVP Framework across the four employee segments and the council as a whole.

A tailored EVP Framework was also developed to suit the unique needs of the council.
